Description
1) Objective
The MATRA HRF call for proposals 2024 for Belarus, facilitated by the Netherlands, aims to support and promote human rights and democratic institutions in Belarus. This initiative seeks to strengthen democratic institutions, restore trust between citizens and the government, and work towards reducing societal tensions and enhancing stability. The Dutch support through the Human Rights Fund (HRF) and the Netherlands Fund for Regional Partnerships (NFRP-MATRA) focuses on various priority themes including freedom of expression, internet freedom, equal rights for women, girls, and LGBTQI+ persons, and the protection of human rights defenders.
The overarching goal is to support the Belarusian civil society, both within the country and in exile, in their efforts to advocate for human rights and democratic processes.
2) Eligibility
Eligible applicants include NGOs and non-profit organizations (including independent media) registered to operate in Belarus. The Embassy may, in specific situations, decide on the eligibility of other types of organizations. Projects that are purely charitable, involve commercial activities, or repeat previous projects are not eligible for funding.
3) Location
Actions must take place in Belarus.
4) Budget
Two overarching trajectories are outlined for funding: The first trajectory offers grants up to €50,000 for short-term activities (up to 24 months). The second trajectory focuses on long-term commitments (up to 48 months) with grants up to €150,000 per year.
5) Application
The deadline for submission of project proposals is April 3, 2024, at 23:59. Applicants are required to fill in the project application template, including the budget, and submit it along with any optional attachments before the deadline. Preliminary results will be available as of May 7, 2024, and final results by June 7, 2024. Applications must be submitted to WAR-Belarus@minbuza.nl, and the Embassy encourages consultation on ideas and themes before submission. Monitoring and reporting requirements will be communicated to successful applicants.
