Description
1) Objective
The global objective of this call for proposals is: contributing to improve the sustainable management of solid waste in Bissau through the promotion of the circular economy and solid waste recycling.
The specific objectives of this call for proposals are:
1. To promote the increased adoption of circular economy practices and of solid waste recycling;
2. To improve the capacity of the different stakeholders in Bissau’s solid waste management system;
3. The population of Bissau contributes to keeping the city cleaner and healthier.
The priorities of this call for proposals are:
a) To support the solid waste management system (collection, transport, pre-treatment, treatment and transformation) through innovative actions for the reuse and recovery of organic waste and at least two other types of waste, helping to reduce the uncontrolled accumulation of solid waste in the city of Bissau and supporting the development of economic opportunities, including for vulnerable people.
b) To improve the administrative, organisational and technical capacities of government bodies (Bissau City Council, Ministry of Territorial Administration, Ministry of Public Works, of Housing and Urbanism, Environment Secretariat, Ministry of Health, etc.) and other relevant actors involved in solid waste management in Bissau.
c) Raising awareness and improving the knowledge of the different target groups (children, families, governmental and non-governmental organisations, traditional and religious leaders, etc.) about the “environment-sanitation-health” nexus, including the dissemination of good practices.
2) Eligibility
Eligible organisations are: (1) non-profit-making; (2) be a non-governmental organization such as non-governmental organisation, international (inter-governmental) organisation as defined by Article 156 of the EU Financial Regulation and; (3) and be directly responsible for the preparation and management of the action.
3) Location
Actions must take place in Guinea-Bissau.
4) Budget
The overall indicative amount made available under this call for proposals is €5,950,000. Any grant requested under this call for proposals must fall between the minimum €5,900,000 and maximum €5,950,000. Any grant requested under this call for proposals must fall between the minimum (80%) and maximum (95%) percentage of total eligible costs of the action.
5) Application
The concept note together with the declaration by the lead applicant must be submitted online via PROSPECT. The deadline for the submission is 6 November 2023.
