Description
1) Objective
The global objective of this call for proposals is to promote and protect human rights and fundamental freedoms in Pakistan.
The specific objective(s) of this call for proposals are:
1. To strengthen capacities of CSOs and independent media to exercise fundamental freedoms, to protect and support journalists, bloggers and other media workers.
2. To strengthen civil society advocacy, public awareness and inclusive debate on the centrality of Human Rights and Democracy in the regulation and use of new technologies.
The priorities of this call for proposals are:
1. Contribute to advocacy around reform, and monitoring of implementation of media rules and regulations, safeguarding fundamental freedoms; environmental, social or economic. Operating from local, national, regional and international levels, they comprise urban and rural, formal and informal organisations.
2. Strengthen capacities of media actors for the promotion of freedom of expression, media freedom and pluralism online, combatting hate speech, extremism and disinformation.
2) Eligibility
In order to be eligible for a grant, the lead applicant must: (1) be a legal person and (2) be non-profit-making and (3) be a specific type of organisation such as: Civil Society Organisation (CSO) or association of CSOs and (4) be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary.
3) Location
Actions must take place in Pakistan.
4) Budget
The overall indicative amount made available under this call for proposals is €1,700,000. Any grant requested under this call for proposals must fall between the minimum €650,000 and maximum €850,000. Any grant requested under this call for proposals must fall between the minimum (50%) and maximum (95%) percentage of total eligible costs of the action. The initial planned duration of an action may not be lower than 30 months nor exceed 36 months.

The concept note together with the declaration by the lead applicant must be submitted online via PROSPECT. The deadline for the submission is 22 May 2023.
