Description
1) Objective
Dalan Fund (DF) aims to transform how Central and Eastern Europe, the Caucasus, and Central and North Asia are resourced, fostering resilience and the collective power of intersectional social justice organizers and movements in and for the regions. As an activist-led, multi-regional, and participatory fund, DF was seeded in 2023 in response to multi-layered accumulated crises, acute shifts in the contexts, and threats to the resilience of activists and communities they support in the regions.
The pilot cycle of resource distribution emphasizes crisis preparedness, prevention, response, and recovery, offering core and flexible grants to support ongoing work, general operations, and strategic initiatives. This funding model allows grantee partners to adjust priorities as contexts change, ensuring the allocation of resources where they are most needed. The Dalan Fund’s commitment to democratizing resource distribution and fostering collective power underscores its transformative approach to crisis work, rooted in the lived experiences and leadership of frontline communities and movements.
2) Eligibility
Eligibility is limited to groups and organizations representing historically excluded communities affected by crises. At least 60% of the leadership and decision-making bodies must be composed of women, trans, intersex, and gender non-conforming people. Applicants must be activists based in the CEECCNA regions or migrant and diasporic activists working for these regions. Eligible entities include registered organizations, unregistered groups, and networks with a mission focused on supporting human rights, freedom, and dignity for all, with an operational budget under $70,000 in the past year.
3) Location
Actions must take place in the Central and Eastern Europe, the Caucasus, and Central and North Asia (CEECCNA) regions, specifically including Belarus, Hungary, Moldova, Poland, Romania, Slovakia, Ukraine, Armenia, Azerbaijan, Georgia, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, Uzbekistan, and the Russian Federation (focusing on indigenous peoples’ movements from the North Caucasus and North Asia).
4) Budget
One-off grants will be given of between (1) USD 5,000-10,000 for unregistered groups, and (2) USD 7,000-15,000 for registered organizations.
