Technical Assistance to the Education Program for Results (EP4R), Tanzania

1) Objective

The UK’s Department for International Development (DFID) is supporting the Government of Tanzania’s effort to tackle poverty and help the most vulnerable. DFID is one of the major donors supporting the education sector. DFID support to the education sector through two programmes: (1) education programme for result (EP4R) which is implemented by the Government of Tanzania; (2) education quality improvement programmes (EQUIPT), implemented by Cambridge Education and is targeting 9 regions across the country. The overarching objective is to improve education quality at primary and lower secondary levels. The Education Programme for Results (EPforR) is set up as a pay-for-performance scheme, and it disburses funds to the Government of Tanzania education sector conditional on the Government achieving pre-set key results that were mutually agreed at the beginning of the year (called “Disbursement Linked Indicators”, or DLI), and considered critical for improving education outcomes. The overarching objective is to improve education quality at primary and lower secondary levels. Suppliers are eligible.

3) Location

Actions must take place in Tanzania.

4) Budget

The original four-year programme had an overall level of financial support jointly provided by the 3 Development Partners (DPs) Sweden, World Bank and DFID of about $250,000,000. After the mid-term review all three DPs agreed to extend the programme with additional financing, bringing the total support to $438,000,000. Duration of the contract is 20 months and contract start date is Wed 29 May 2019.

5) Application

Applicants must use supplier portal for submitting applications. Deadline for applications is Thursday 10 January 2019 at 14:00. Suppliers must register their interest to PO 8394 EPforR on the DFID Supplier Portal to ensure they receive all communications and updates.
