Increasing Electoral Participation and Citizen Awareness of Public Corruption

1) Objective

The U.S. Embassy Lusaka of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a program (or programs) to: (1) Raise awareness of voter and electoral rights and encourage voter registration and participation, with a focus on key constituency groups with previous low electoral participation. Proposed activities should increase public awareness of government accountability and representational responsibilities and should have multiplier effects and a sustainable impact, or (2) Raise public awareness of and promote fiscal transparency, public accountability, and the ethical management of public resources. Possible activities could include increasing public awareness of corruption and misuse of government funds in major infrastructure projects, promoting transparency in public infrastructure and construction projects, and improving public resource management and whistle blower protection.

The program will fund activities that (1) encourage civic awareness of electoral rights and support voter registration efforts, with a particular focus on young and minority voters; and (2) promote public accountability and good governance through support to civil society organizations that investigate and bring public attention to official corruption and misuse of public resources.

2) Eligibility

The following organizations are eligible to apply: U.S. and foreign – based not-for-profit organizations, including think tanks and civil society/non-governmental organizations with demonstrated success working in Zambia on topics related to this funding opportunity such as electoral participation, citizen awareness, or transparency issues. All organizations should be registered in Zambia at the time of application with an established legal ability to operate in the country.

3) Location

Actions must take place in Zambia.

4) Budget

Total available funding is $400,000. Awards may range from a minimum of $50,000 to a maximum of $200,000.  Length of performance period is Up to 24 months. Number of awards anticipated: 2-4. Anticipated program start date is October 1, 2019.
