Description
1) Objective
STRAND D: ‘Support to the implementation of projects and interventions aligned to the new EU Talent Partnerships’ – Projects under Strand D shall seek to support dialogue and cooperation on legal and labour migration, in line with the EU’s geographic and thematic migration priorities, including the new Talent Partnerships.
Specific activities may include:
- Awareness-raising, recruitment
- Language training
- Vocational training
- Skills enhancement
- Work place awareness training
- Recruitment to workplace: including development of (IT) tools to select profiles
- Mobility support
- Support measures
- Workplace monitoring
- Entrepreneurship training
- Supporting diaspora in reintegration efforts
- Mentoring for reintegration
- Public-private partnerships to select the labour migrants
- Support to start-up businesses, including training or provision of services (such as mentors) with the purpose of reducing forced migration and brain drain.
2) Eligibility
Eligibility is limited to: A public body of an EU member state (at central, regional or local levels); An EU member state-based organisation. NGOs can be co-applicants.
3) Location
Applications should target any country in line with the political priorities and philosophy set out by the Commission in the new Pact on Migration and Asylum – and in particular with Talent Partnerships. However, first priority will be given to applications targeting Egypt, Morocco and Tunisia followed by Pakistan, Bangladesh, Senegal and Nigeria, as detailed in the Communication on “Attracting skills and talent to the EU”.
4) Budget
Total available funding is €14,000,000. Grants may range up to €1,000,000. With AMIF or ISF Borders and Visa funds, the MPF may finance up to 95% of the total eligible cost. The balance must be financed from other sources. In-kind contributions shall also be accepted as co-financing.
5) Application
This is a rolling Call for Proposals with an open deadline. Applicants may propose projects (i.e. submit a Concept Note) at any time. The first step is to submit a Concept Note online. Only if the Concept Note is approved, you will be invited to submit a Full Application.
