Description
1) Objective
The United States Agency for International Development (USAID) Mission in Guatemala intends to fund a five-year activity in Central America. Interventions will focus on supporting countries to adopt and implement the HIV continuum of care including bringing provider-initiated diagnostic testing closer together, Index testing to support the first pillar of the cascade, as well as Test and Start (T&S), as a means to reach the second and third UNAIDS 95-95-95 goals, such that 95% of people who know their HIV-positive status will access treatment, and 95% of people on treatment will have suppressed viral loads. The emphasis of the activity is on strengthening HIV care and treatment services for key populations (KP) and priority populations (PP) particularly on increasing treatment adherence and improving quality of life. However, actions to reduce morbidity and mortality from HIV will also be addressed, such as the management of opportunistic infections, cervical cancer, and other comorbidities that put the quality of life of people living with HIV (PLHIV) at risk.
The activity will also include supporting continuous quality improvement in all services where there is an HIV clinic and as a national strategy, as well as strengthening the use of data for programmatic and financial decision-making. All strategies and interventions should be evidence-based, context tailored, and cost effective.

Actions must take place in Guatemala.
4) Budget
USAID intends to award up to eight (8) Cooperative Agreements or Fixed Amount Awards (FAA) pursuant to this notice of funding opportunity. Subject to funding availability and at the discretion of the Agency, USAID intends to provide $67,594,068 in total USAID funding over a five year period. USAID has established a cost share minimum of ten (10) percent for the award.
