Description
1) Objective
The global objective of this call for proposals is to empower Moldovan civil society organisations (CSOs) to act as key contributors to the democratic and transformation of the country, in the dedicated sector of home affairs – security, migration, in close cooperation with MIA. It aims at contributing to an inclusive, resilient and democratic society in full respect of human rights and fundamental freedoms. This call for proposals is to promote a conducive environment for CSOs by capacitating CSOs to participate meaningfully in the development of the country, the implementation of home affairs’ reforms, the accountability of law enforcement’ institutions in the context of the enlargement process – giving special attention to EU acquis as encapsulated within Chapter 24.
The specific objective(s) of this call for proposals are described here below:
- Strengthening capacities of Moldovan CSOs to engage in in the areas of home affairs, security and migration in view to enhance dialogue between civil society and national authorities as well as between national authorities and citizens in the context of enlargement, giving special attention to Chapter 24.
- In the context of the MIA modernisation process and its path toward EU Membership: strengthening the role of the civil society through reinforcing civil society’s presence, monitoring, accountability and advocating powers, giving special attention to Chapter 24.
2) Eligibility
In order to be eligible for a grant, the lead applicant must: (1) be a legal person and (2) be non-profit-making and (3) be a specific type of organisation such as: non-governmental organisation, international (inter-governmental) organisation as defined by Article 156 of the EU Financial Regulation.
3) Location
Actions must take place in the Republic of Moldova, including but not limited to the Transnistrian region.
4) Budget
The overall indicative amount made available under this call for proposals is €500,000. Any grant requested under this call for proposals must fall between the minimum €490,000 and maximum €500,000. Any grant requested under this call for proposals must fall between the minimum (50%) and maximum (95%) percentage of total eligible costs of the action.
5) Application
The concept note together with the declaration by the lead applicant must be submitted online via PROSPECT. The deadline for the submission is 30 October 2024.
