Description
1) Objective
Lot 1: Support to Civil Society Organisations
The global objective of this lot is: To contribute to an inclusive, participatory, empowered and independent civil society and democratic space in Cambodia. The specific objective of this lot is: To strengthen civil society capacity, participation and environment for functioning as independent actors of good governance and development.
The priorities of this lot are:
1. Improved capacity and ability of civil society to uphold and promote an enabling environment and civic space in line with sectors or themes identified in section 2.1.3 under ‘Type of actions’.
2. Strengthened capacity of local CSOs to engage effectively with local young people (in line with the EU Youth Action Plan ) and promote gender equality and women empowerment in Cambodia
Lot 2: Support to Civil Society Organisations involved in transparency, accountability and oversight.
The global objective of this lot is: Good governance and democracy are promoted through enhanced transparency, accountability oversight in the area of PFM reform. The specific objective of this lot is: To strengthen demand for public sector transparency, accountability, oversight and public participation through civil society engagement
The priorities of this lot are:
1. Promote impactful, inclusive and sustainable CSO sector leadership on the PFM reform related issues
2. Promote broad local level/grassroots capacity and participation, including connections between local level challenges and national policies, based on the opening provided by the PFM reform
3. Promote strong and inclusive awareness and demand for transparency and accountability of public resources governance, rule of law, democratic governance and participation among citizens.
2) Eligibility
In order to be eligible for a grant, the lead applicant must: (1) be a legal person and (2) be non-profit-making and (3) be a specific type of organisation such as: non-governmental organisation, public sector operator, local authority, and (4) be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary.
3) Location
Actions must take place in Cambodia.
4) Budget
The overall indicative amount made available under this call for proposals is €9,872,853. Any grant requested under this call for proposals must fall between the minimum €910,000 and maximum €3,500,000. Any grant requested under this call for proposals must fall between the minimum (51%) and maximum (90%) percentage of total eligible costs of the action.
5) Application
The concept note together with the declaration by the lead applicant must be submitted online via PROSPECT. The deadline for the submission is 14 September 2024.
