Description
1) Objective
The global objective of this call for proposals is to contribute to green and inclusive economic growth in the Lao PDR.
The specific objective of this call is to reinforce the technical capacities of the Lao CSOs to promote Sustainable Consumption and Production (SCP) and Climate Smart Agriculture (CSA) with a special focus on youth and women.
The expected results are as follows according the below Lots:
Lot 1: Sustainable Consumption and Production (SCP)
– Enhanced technical capacities of national CSOs in participating and promoting Sustainable Consumption and Production (SCP), especially amongst and through youth and women.
Lot 2: Climate Smart Agriculture (CSA)
– Enhanced climate smart agriculture practices among rural disadvantaged farmers for livelihoods improvement, with special attention to youth and women.
The priorities of this call for proposals are:
– The action shall pursue one of the above lots and contribute to capacity building in promoting local CSOs, Youth and Women Groups in policy dialogue, advocacy, awareness raising, in line with the global objective of the call for proposals.
– The action should prioritise areas/organisations/groups where the capacity is weak and/or newly small groups/organisations and avoid duplication with other activities supported by the EU and/or other development partners.
– Particular attention should be paid to the most vulnerable segments of the populations i.e. women, youth, migrant workers/returnees, informal workers, persons with special needs, urban poor, low-income/income less households, farmers, unemployed youth/work force, children from poor communities, ethnic, and elderly persons.
– All actions must respect the principles of human rights and integrate one or more of the cross-cutting issues, such as climate change, environment protection, gender equality and women economic empowerment, the protection and promotion of women and children’s rights, indigenous rights, rights of people with special needs.
2) Eligibility
In order to be eligible for a grant, the lead applicant must: (1) be a legal person and (2) be non-profit-making: civil society organisation and (3) be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary.
3) Location
Actions must take place in Laos.
4) Budget
The overall indicative amount made available under this call for proposals is €3,000,000. Any grant requested under this call for proposals must fall between the minimum €1,300,000 and maximum €1,500,000. Any grant requested under this call for proposals must fall between the minimum (80%) and maximum (90%) percentage of total eligible costs of the action. The initial planned duration of an action may not be lower than 24 months nor exceed 48 months.
