1) Objective

This new MNCHI+N design will continue support for the GRM and will build on lessons learned from current and previous projects and activities; while also seeking innovations and novel approaches to realizing the results of improved MNCHI+N. This includes key lessons from USAID ALCANCAR, USAID’s Maternal and Child Health Integrated Program (MCHIP), Maternal and Child Survival Program (MCSP), M-RITE, Transform Nutrition, and USAID Advancing Nutrition. USAID evaluated these lessons learned, and though USAID recognizes that while standalone activities (e.g. for immunization) were successful, there is a strong desire to ensure MNCHI+N services are integrated to address patients’ health issues holistically and ensure MOVs are minimized. Integrated service provision also improves the patients’ experience of care and creates efficiencies for health care workers.

This APS includes an integrated set of activities to comprehensively support the adoption of healthy behaviors and norms and promote quality service delivery, but USAID/Mozambique expects dedicated focus to each element – immunization, maternal, newborn, child health and nutrition. Moreover, this Activity will include the ability to provide surge support through emergency funding for immunization campaigns related to outbreaks.

2) Eligibility

U.S. and non-U.S. public, private, for-profit, and nonprofit organizations, as well as institutions of higher education, public international organizations, and non-governmental organizations, are eligible to submit a concept paper under each Round(s) of the APS. Further, the organization must be a legally recognized, organizational entity under applicable law, legally registered in a country within the geographic code 935, which includes the United States, the recipient country, and developing countries other than advanced developing countries, but excluding any country that is a prohibited source.

Actions must take place in Mozambique.

4) Budget

Pending funding availability, there may be multiple Rounds for this APS that will all aim to meet the Purpose and Results mentioned above. The financial range for award(s) under this APS will be up to $92,000,000 USD.

5) Application

The application deadline is 29 September 2023. Prospective Applicants will be provided a fair opportunity to develop and submit competitive concept papers to USAID/Mozambique for potential funding under this APS. The issuance of this APS calls for Applicants to first submit a short concept paper that will be reviewed for responsiveness to the overall purpose and all or a selection of the Results, and then scored according to the evaluation criteria. If an Applicant is successful in the concept paper stage, Applicant representatives may be invited to join a co- creation workshop.
