Description
1) Objective
Building on the high-level conference “Hate Speech in Public Discourse” and the regional conference on combating anti-gender movements in the Western Balkans, this Call aims to fund projects that raise awareness about discrimination and hate speech. The grants will support efforts to address these issues through both social media platforms and traditional media outlets. The grants will fund activities aimed at developing counter narratives against hate speech. The activities should also be closely monitored at the local level, focusing on efforts to combat hatred. Additionally, they must demonstrate a connection to the relevant ECRI standards, notably its Recommendations as stated out under part II above.
The grants will fund projects designed to:
- Increase awareness of the citizens and people living in Kosovo of what is hate speech and its danger on societies;
- Reinforce capacities of local NGOs and local institutions on responding to hate speech;
- Strengthen partnerships in this regard among the above-mentioned stakeholders;
- Address specific forms of hatred and propose positive messages related to the following vulnerable groups: migrants; LGBTI; persons with disabilities; Roma and minorities (ethnic, religious), women, young people.
2) Eligibility
In order to be eligible for a grant, an applicant must: be legally constituted as a non-governmental organisation.
3) Location
Actions must take place in Kosovo.
4) Budget
The indicative available budget under this call for proposals is €25,000. Project proposals shall be accompanied by a draft budget (See Template Budget, in Appendix II) amounting to a maximum of €5,000.
5) Application
Applications must be received at the latest at on 8 June 2026.
