2026 Red Sea -Sudan SANAD Emergency Crises Response Safety Nets Project

1) Objective

Since 2019, Sudan has experienced profound political, economic, and humanitarian upheavals. The post-2019 transitional government-initiated reform efforts with development partner support; however, the October 2021 military takeover and the April 2023 armed conflict between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF) reversed earlier progress. The conflict has caused over 20,000 fatalities and displaced more than 11 million people internally, with 3 million refugees across borders — making Sudan the world’s largest displacement crisis. The SANAD Emergency Response Safety Nets Project seeks to provide unconditional cash transfers (SDG equivalent of USD 10 per household) to vulnerable households to meet immediate needs, enhance food and nutrition security, and strengthen community resilience in both conflict-affected and newly accessible areas. Project implementation commenced across 9 states in Mid-2025 and will continue till project completion in December 2026.

Expected Results: All targeted beneficiaries safely receive full cash-based transfers for 12 months; Strengthened resilience and local systems for sustained safety nets.

Eligible are NGOs with experience in the sector and country.

3) Location

Actions must take place in Sudan (Red Sea).
