Description

1) Objective

The United Nations Voluntary Fund for Victims of Torture (UNVFVT) offers grants to civil society actors providing medical, psychological, social, economic, legal, humanitarian or other forms of assistance to victims of torture and members of their families. Eligible civil society actors include NGOs, specialised rehabilitation centres, associations of victims, foundations, and hospitals. The Fund is the largest Fund managed by OHCHR, contributing to projects implemented by civil society actors in more than 60 countries. It is administered by the United Nations Secretary-General on the advice of a Board of Trustees. The Board meets twice a year, in February on policy issues and October to award grants.

The Fund may, on an exceptional basis, consider emergency requests for projects that provide direct medical, psychological, social, economic, legal, educational or other forms of assistance to torture victims and members of their family. Emergency grants may be awarded to projects operating in exceptional circumstances such as a sudden increase in the number of victims of torture to be assisted due to human rights and/or humanitarian crisis, or other circumstances, which prompt the need for urgent assistance to victims of torture and their family members.

2) Eligibility

Eligible are only nongovernmental entities with at least 2 years of experience in providing redress and rehabilitation to victims of torture and their family members, including NGOs, rehabilitation centres, foundations, association of victims, private and public hospitals, and legal clinics.

3) Location

The Fund’s global priority regions are Africa, Asia, Central Asia, and Eastern Europe.

4) Budget

The amount of an emergency grant is considered on a case by case basis, depending on the nature of the project and availability of funds, and should not exceed US$100,000.

5) Application

Emergency grants are subject to availability of funds and are awarded on a need basis to project applications submitted to the Fund at any time during the year.
