Description
1) Objective
The Digital Defenders Partnership (DDP) offers support to human rights defenders under digital threat, and works to strengthen local rapid response networks. To this end, DDP provides emergency response and sustainable protection funding, strengthens rapid responders and local protection networks, increases trainers’ capacities through Field Building efforts, and contributes to long-term organisational safety through Digital Integrity Fellowships. It is managed by the Humanist Institute for Development Co-operation (Hivos), a non-profit organisation headquartered in the Netherlands that provides funding and implements programmes to innovate for social change worldwide.
It covers:
- Replacement of hardware or software which has been taken, lost or stolen.
- Purchase of more secure hard- and/or software and costs related to installation of the new systems.
- Technical or non-technical activities to respond to urgent issues such as internet blockages.
- Measures to improve physical security (related to information management and digital security).
- Measures to address the psychological and psychosocial impacts of digital threats and risks.
2) Eligibility
DDP target groups are women, feminist and LGTBQIA+ organisations; land and environmental rights defenders; and journalists and other actors who make information available to the public. However, each regional team defines the target groups for each call.
3) Location
Actions can take place worldwide.
4) Budget
The IEF provides up to €5,000 and can be used to cover costs which will directly reduce the risk or impact of a digital attack. The fund covers activities for a maximum of four months, and we aim to respond to requests within two weeks.
5) Application
To apply for the Fund, applicants need to fill out the secure application form on their website, answering the questions in as much detail as possible. Their Programme Officers will respond as soon as possible with a full application form or further questions. Applicants can be submitted all year round.
