Description
1) Objective
The Embassy of the Kingdom of the Netherlands in Kampala (EKN) is launching a program to foster inclusive development of farming systems in the Busoga and Lango regions of Uganda. This five-year program, part of EKN’s Food Security portfolio, aims to enhance the productivity and resilience of smallholder farmers, ensuring sustainable land use and improved living standards. The initiative aligns with Uganda’s National Development Plan III and the Agro-Industrialization Programme, focusing on addressing challenges like climate vulnerability, market access, and service delivery inefficiencies in agriculture.
Outcomes are:
- Smallholder farmers realize a living income by increased production and income (target; min. 200,000 HH).
- SHF livelihoods become more resilient to market deficiencies and climate stress.
- Farmland is agro-ecological more resilient to shocks (target min 200,000 acres).
2) Eligibility
Eligible applicants include organizations with experience in managing large-scale projects (single-projects of USD 10 million or more), a substantial in-country annual budget, and a proven track record in implementing farming systems, participatory planning, and value chain development projects in Uganda and two other comparable countries. Applicants must be registered in Uganda for at least three years and demonstrate experience in collaborating with local/regional organizations, including governmental and private sector parties.
3) Location
The program targets the Busoga and Lango regions of Uganda, focusing on districts like Alebtong, Lira rural, Amolatar, Dokolo, Kamuli, Buyende, Kaliro, Luuka, and Jinja rural.
4) Budget
Maximum budget for the program is total 30,000,000€ for 5 years.
5) Application
Interested organizations should submit a concept note by January 28, 2024, at 12:00 EAT to KAM-OS@minbuza.nl. Questions regarding the intervention can be submitted by email until December 18, 2023, with answers published on the website by December 21, 2023. A maximum of three organizations will be selected to submit a full proposal based on their concept notes. The selection process involves a threshold criteria check and a qualitative assessment of the organization’s track record and concept note. The full proposal submission deadline is April 29, 2024, with a decision on the proposals expected by June 10, 2024.
