Description
1) Objective
The Sustainable Blue Economy Partnership has announced its second joint transnational call titled “Unified Paths to a Climate-Neutral, Sustainable, and Resilient Blue Economy: Engaging Civil Society, Academia, Policy, and Industry.” This initiative, under the Horizon Europe Programme, aims to foster a just and inclusive transition to a regenerative, resilient, and sustainable blue economy. With a vision set for 2030 and a broader goal for 2050, the partnership focuses on transforming towards a climate-neutral, sustainable, productive, and competitive blue economy.
The call supports 36-month transnational research and innovation projects in four priority areas: Digital Twins of the Ocean, development of marine multi-use infrastructures, regional sea-use planning and management, and Blue Bioresources. These projects should be impact-driven, contributing to the transformation into a blue economy for a resilient future and aligning with carbon neutrality targets. Proposals must consider at least two European sea basins, assessing the impact on various basins, and are expected to involve stakeholders from diverse sectors to enhance innovation, policy relevance, and societal impact.
2) Eligibility
Eligible consortia must include partners from at least three different countries participating in the call, requesting financial support from at least three different funding organizations. Projects must involve at least two independent legal entities from two different EU Member States or Horizon Europe Associated Countries. Self-funded partners are allowed but do not count towards the minimum consortium size.
3) Location
Participating countries include 20 Member States, 5 Associated Countries, and 1 Third Country: Belgium, Brazil, Cyprus, Denmark, Estonia, Faroe Islands, Finland, France, Germany, Greece, Iceland, Ireland, Italy, Latvia, Lithuania, Malta, Norway, Poland, Portugal, Romania, Slovenia, Spain, Sweden, The Netherlands, Tunisia, and Türkiye.
4) Budget
The total estimated budget for the call is approximately EUR 40 million, pooling national and regional financial resources from 38 funding organizations across 26 countries, combined with contributions from the European Union.
5) Application
Pre-proposal submissions are due by 10 April 2024, 15:00 CEST, with a provisional deadline for full proposals set for 6 November 2024, 15:00 CET. Applicants are encouraged to involve stakeholders such as SMEs, industries, authorities, and civil society organizations in their proposals. The call is co-branded as part of the UN Decade of Ocean Science for Sustainable Development, and projects may be endorsed as Ocean Decade projects. An informative webinar and brokerage events are organized to assist applicants.
