Description
1) Objective
The program intends to help Jubaland implement the activities mentioned below and build their capacities. The expected outputs of this program are as follows:
1. Citizens are educated about peace and key processes of services that lie within Local Government’s functions, and how these are delivered by the local administration and citizens responsibilities. And Enhanced principles of transparency and accountability and community are promoted throughout.
2. Citizens are empowered to raise their voices about issues affecting their lives (e.g. how municipal services in the city are delivered, priorities and expectations around local planning exercises and the establishment of new districts “district council formation processes”) and the Jubaland and other actors develop a strong understanding of citizen opinions based on evidence to inform their decision-making process and also participate to the local planning.
3. Women, marginalized groups and youth and clan elders engaged and aware and understand the importance of district council formation. Specific women forums on district council formation. (Minimum 1 group-tailored civic education DCF each for women, elders, marginalized groups, and youth)
4. LG’s councils and their staff officials of Jubaland are better capacitated on decentralization service delivery and community engagement including women, youth, children, and minority groups in political participation forums and DDF and AWP consultations of district levels in collaboration with LGI.
2) Eligibility
Eligibility is limited to NGOs with sound technical experience and sector expertise based on the relevance and appropriateness of proposed interventions, and relevance and clarity of the proposal and adequate response to the technical questions.

Actions must take place in Somalia.
