Description
1) Objective
The global objective of this call for proposals is to assist the Republic of Ecuador in promoting a data-driven digital transformation of the governance system by achieving full digitalization of administrative processes, strengthening interoperability in the area of security, justice and social policy and to provide better quality services to citizens.
The specific objectives of this call for proposals are:
- 1. To improve the design and functionalities of the Digital Ecuador Platform and digital public services;
- 2. To strengthen interoperability in the security and justice sector to facilitate the fight against crime and violence, and to protect human rights of vulnerable groups, with focus on persons deprived of liberty;
- 3. To establish a national data management system to provide personalised services to prevent child malnutrition and related social exclusion factors, using with integrated open data and AI-based predictive analytical tools;
- 4. To reinforce capacities in data protection and cybersecurity, to support the fight against crime and its prevention at national/regional level, including drug trafficking, terrorism, money laundering and corruption.
2) Eligibility
In order to be eligible for a grant, the lead applicant must: (1) be a legal person and (2) be non-profit-making and (3) be: EU Member States agencies, academia, non-profit organizations and civil society organisations (NGOs); and (4) be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary.
3) Location
Actions must take place in Ecuador.
4) Budget
The overall indicative amount made available under this call for proposals is €5,200,000. Any grant requested under this call for proposals must fall between the minimum €4,800,000 and maximum €5,200,000. Any grant requested under this call for proposals must fall between the minimum (85%) and maximum (95%) percentage of total eligible costs of the action.
5) Application
The concept note together with the declaration by the lead applicant must be submitted online via PROSPECT. The deadline for the submission is 24 October 2024.
