Description
1) Objective
The PRL LWA is a regional activity designed to counter trafficking in persons (TIP) and protect the human rights of the most marginalized and vulnerable groups in Sahel countries. Over a five-year period, PRL aspires to ensure that the governments of affected countries effectively address TIP and protect vulnerable people. The Activity will achieve this goal by applying a holistic, multi- sectoral, and cross-border approach. The Activity will integrate CLA fully into its technical work and operations to ensure its effectiveness and relevance through implementation.
PRL will coordinate with other CTIP and human rights interventions supported by USAID, DOS, and other donors, as well as with other relevant technical sectors USAID supports, such as health and education, wherever possible. PRL will also fully incorporate a flexible, iterative approach to implementation that will allow learning over time to inform the Activity.
2) Eligibility
Eligibility for this NOFO is not restricted; however, USAID encourages Applicants to incorporate the principles of “Localization” into their applications and consider substantial engagement with local organizations for proposed subawards and Associate Awards.
3) Location
Actions must take place in Senegal.
4) Budget
Subject to funding availability and at the discretion of the Agency, USAID intends to provide $50,000,000 in total USAID funding (LWA including any future Associate Award) over a five-year period. The competition covers both the initial Leader Award and all subsequent Associate Awards. The Total Estimated Amount (TEA) of the leader award is $20,000,000 (inclusive of a $3,000,000 rapid response supplemental), and the total ceiling of all subsequent Associate Awards combined is $30,000,000.
